Update regarding temporary license plate system

Temporary license plates are issued at the Citizen's Affairs Section on the 1st floor of Urasoe City Hall









Beginning September 24, 2020, the application form for temporary license plates will be uniform throughout Japan.


What is a temporary license plate?



The temporary license plate allows drivers to drive legally for a short period of time in cases they are required to drive prior to vehicle registration (toroku) or to renew their expired vehicle inspection (shaken).



Required documentation




  • Application formjiyoushiki1[PDF:57KB]

  • Forms related to registration or inspection:

    • Vehicle inspection certificate (shaken or JCI); temporary de-registration notice; de-registration certificate; registration certificate; etc.



  • Automobile liability insurance certificate

  • ID forms

    • Driver's license, "My Number" card, resident card, etc.





Eligible vehicles




  • White plate cars

  • Mini cars (including autobikes that exceed 250cc)

  • Kei cars (yellow plate cars)

  • Special large vehicles



Eligible reasons for issuance




  • For new vehicle registrations

  • For new vehicle inspections

  • For renewing vehicle inspections

  • For preliminary inspections

  • For selling a vehicle to a predetermined buyer

  • For repairing a vehicle

  • For reattaching a damaged license plate

  • For reissuing a license plate



Per policy, temporary license plates will only be issued for ONE reason at a time. In addition, the same vehicle may NOT be issued a temporary license plate for the same reason twice. If a second plate is required, please consult with staff at the reception window.



Ineligible reasons for issuance include the following:




  • To drive a vehicle that has an expired inspection without any other purpose

  • To drive a vehicle that has an expired inspection and search for a buyer to sell to

  • For other reasons not listed above



Length of temporary license plate



Length will be determined by the destination, and can be up to a maximum of 5 days with the exception of special circumstances.



After temporary plates expire



Once the plate expires, you will be required to return the temporary plate certificate and license plate to the place of issuance. Mail will not be accepted and you must return these in person.



In cases of lost temporary plates



Make a lost and found report to the police department in the municiple of misplacement. You will also be required to submit a lost item form at the place of issuance. If the lost plate cannot be be found, you will be required to pay compensation money.



Invalidating issued plates



Should it be found that you acquired the plate through unofficial means or drive your vehicle for purposes outside of the reason provided, the plate will be invalidated.



Penalties



Misuse of the temporary license plate will be subject to penalties listed in the Road Transport Vehicle Law.




  • According to Article 107 of Road Transport Vehicle Law, misuse of the temporary license plate will be subject to imprisonment up to 1 year, a fine up to 500,000 JPY, or a combination of the two.

  • According to Article 108 of Road Transport Vehicle Law, not returning certificates and plates within the return period will be subject to imprisonment up to 6 months or a fine up to 300,000 JPY.
